The Township Manager, appointed by the Board of Trustees, is responsible for the day-to-day management of the various operating departments of the Township organization.  The Manager reports to the members of the Township Board as a whole and is responsible for the preparation and administration of the annual budgets for all Township funds.  The Manager also represents the Township in meetings and other communications with other local, state and federal organizations.  He or she prepares and submits recommendations to the Township Board for their consideration and is responsible for the enforcement of Township ordinances, regulations and policies.

Hartland Township operates under the council-manager form of local government, which combines the strong political leadership of elected officials (Board of Trustees) with the professional experience of an appointed local government administrator (Township Manager).  Under the council-manager form, power is concentrated in the elected Board, which hires a professional administrator to implement its policies.  This appointee serves at the pleasure of the Board and has responsibility for preparing the budget, directing day-to-day operations, hiring and firing personnel, and serving as the Board's chief policy advisor.
